Richard L. Burns passed away on October 21, 2017, at Jefferson Hospital due to unexpected heart failure.
Dick was born (1932) and raised in Carroll, Iowa where he was an award winning athlete in wrestling and football while in high school. He attended Iowa State University earning a Bachelors and Masters Degree in Industrial Psychology. In 1963 he was awarded a Ph.D. from Purdue University in Counseling. He worked for several years in the Admissions office at Purdue and for the College Board on a study conducted in Indiana. In 1980 he received a Master of Business Policy Degree, a two year executive degree program from the Columbia University School of Business.
In 1961 he married Rose Marie Dolan, then an Associate Professor at the Iowa State Teachers College (later to become the University of Northern Iowa). Rose and Dick have one daughter, Meghan. She taught exceptional learners in Indianapolis, Indiana. She is married to Thomas Williams, a deputy sheriff for Marion County, Indianapolis, Indiana. He has a granddaughter, Kelly Williams also in Indianapolis. In addition, he is survived by his sister, Mary Ann Burns of Langhorne, PA.
Dick retired from Educational Testing Service on January 1, 1999 after nearly 35 years with ETS. He had a varied career at ETS, and served as Program Director for the Graduate Record Examination and various other testing programs. He was appointed as a Vice President in 1975 taking over all of the higher education programs at ETS. In 1980 he moved to direct the Center for Occupational and Professional Assessment (COPA). In 1987 he became a Senior Development Leader and coordinated the development of several new products for ETS. Just prior to his retirement he spent 4 years leading a major reengineering project to totally modernize the test development approach and the software to support it.
After his retirement, Dick was very active in his parish church, Sacred Heart Church in Trenton. He was involved in the food outreach program, vice-chair of the Parish Council when it was first established, and authored the initial charter for the Council. He was a member of the parish Finance Council and represented Sacred Heart Church as a member of the Board of Directors for Kingsbury Cooperation, which managed the subsidized housing project just behind the church. He has worked on several consulting projects with non-profit groups for the Executive Service Corps. For six years Dick was a member of the Board of trustees for the Center for Applied Linguistics in Washington, DC.
Over the past years, Dick's health and mobility had declined; however, he was always in good spirits and enjoyed friend's visits. He liked to take his roll-about out to walk down the street for exercise in-between watching movies. Dick always loved to have people over for both small and large gatherings. His love of bread making and cooking lasted longer than he was able to perform all the steps; but he would help in the kitchen whenever Rose found him a job.
